Early in 1988, the INF Treaty between the United States and the Soviet Union went into effect. In July, a small cadre of Soviet on-site inspectors arrived in Salt Lake City to begin their activities as continuous portal monitors of the Hercules Rocket Motor Plant at Magna, Utah.
